One was a legal one: Could official organizations deal with me as Mayor of Budapest? My answer was that I was a former Mayor of Budapest, who had been reelected during the Revolution. While this meant a great moral endorsement for me, I never considered presenting myself, after fleeing, as actual Mayor of Budapest. The free world, however, was worrying which regime should be formally recognized, that of the Revolution, or the Quisling regime which had taken over. It was hard for me to understand that, seeing a small nation bleeding itself white, the free world would concern itself with legal formalities. Anna Kethly helped me. She declared that if they didn't accept Kovago as the Mayor of Budapest then she would not be regarded as a cabinet member of the last free Hungarian regime. After all, she explained, our mandate originated from the same source, the Hungarian people.
