On the contrary, it took over its philosophy ready made from the Liberals. But it was slowly penetrated by the Fabian ideas, which looked to a gradually increasing field of State control over industry, a steady growth in the provision of social services like education and insurance, and an approach by taxation towards a diminution of the inequalities of income. This definition of its aims was given in the policy declaration of 1918, "Labour and the New Social Order."
The Labour Party owes much, nevertheless, owes its soul perhaps, to that spirit of socialist radicalism which has hovered at its edge now inside and now outside its official ranks.
