THE QUEEN DECIDES

"I believe it is young Hertzer, my secretary," answered the Prime Minister. Then all at once he was struck by a sudden feeling of apprehension. Something was wrong ! His thoughts during the last ten minutes had been very disturbing ; and, had he but known it, `coming events' (in that mysterious way we all have experienced at some time or other) were casting their shadows before.

It was only a momentary gesture, however, and he finished reading the letter very slowly and carefully.
" Thank you ! Hertzer," he said thoughtfully. "I will deal with this matter myself, later." His face now was as expressionless as one of the marble statues with which the garden was graced.
